Excerpt from The Army of 1918<br><br>In the early days of my service, while on duty with the General Staff of the A. E. F., I expected to publish my observations upon the development and conduct of that army; but when the war came to a sudden and unexpected end, after a campaign in which I had no part, I abandoned the idea.<br><br>Now, however, more than a year has passed since the armistice. The great army has gone back into civil life. The Regular Army is rapidly returning to its bureaucracy. Congress appears farther from adopting a military policy than at any period in the last decade.
