Excerpt from The United States and the Expansion of the Law Between Nations<br><br>Since the Great War began, in which, counting the Grand Duchy of Luxembourg and the Republic of San Marino, fifteen states are engaged at the time this article is written, and which embraces in its area much more than half the land of the earth, the rules and customs of the Law of Nations have been buffeted about very much both upon the land and the sea. In this state of tumult upon both land and sea, the United States of America, as the chief of the neutral nations, have again, as on several previous occasions in the past, striven not only to perform with impartiality their duties as a neutral state, but also to uphold their rights according to the Law of Neutrality. For it must not be lost sight of, as many people do, that under the Law of Neutrality neutrals have rights which they can maintain, as well as duties which they must perform. The stand taken by America in behalf of neutral rights during the present war, under the leadership of President Wilson and Secretary Lansing, will undoubtedly affect in some measure, impossible now of prediction, the future development of public international law.
