We propose in this work to discuss these questions candidly and dispassionately; not superficially, but comparing doctrines with facts, and principles with their applications.<br><br>In the fulfilment of this task we shall have to review the past, though we do not profess to write history. Our arguments are founded on facts but our object is neither the narration of facts nor the description of manners and customs.
